He is Rugal and Akuma combined. He actually shows up at the end of Capcom vs SNK 2 if you defeat God Rugal.

Because it was rugal that absorbed akuma But akume's power blew back Rugal... Asura's new body presented

@@shymickey6 In the game Capcom vs Snk 2.A story shows that After Rugal defeats Akuma in the tournament finals, Rugal absorbs and gains control Akumas Dark Hado power, mixing it with his own and altering his appearance heavily (to the point of even restoring his lost eye). Invigorated from his win, he decides to test his new found strength on the winners of the tournament and by burning up Osaka. If the player defeats him, Rugal will be overwhelmed by the Hado power, which creates an entirely new entity (or he may had merged with Shin Akuma). It leaves after declaring its existence in the world as Asura
