Isn't it the point of the video? Outis has 3 Tremor Bursts in her skill 3, so you could probably setup a scenario where she deals ~800 damage thanks to Hong Lu's new EGO

Outis' Daring Decision Bursting Tremor the way Reverb Tremor do, Regret Faust S3 do the same but it's Wrath Damage instead. So both of them usually Double the damages
