The speed of the trains in this video passing Shiki station is notably slow compared to the above ground rapid express services that run between Ikebukuro and Ogawamachi/Shinrinkoen because of the latter not needing to switch tracks.

Yes! When passing through the switch, the speed limit is 60 km/h, but when proceeding straight, there is no speed limit.
