So the girl is a Yokai named Koishi from a game called Touhou. She is a Satori who closed her third eye so she doesn't have to hear people's thoughts. She is based on a Japanese urban legend of a ghost named Mary who calls you at night and asks if you can see her because she is right behind you.

A lot of people have explained Koishi, but i don't really see anyone try to explain what happened in the song. Basically, through the occult orbs, a device that appears in touhou 14.5, the urban legend Mary appeared. It grants wishes at the cost of the life of the user. It had disguised as Koishi, since Koishi was holding the occult orb. Eventually, in Koishi's random way, she ends up killing mary and taking its place.

Fyi touhou is usually portrayed in a comic fun manner with incidents then parties, however there are dark parts to, they tend to sneak up on you, though it looks like you got one early. Touhou is a very big doujin series. Its scattered and is known as the internet's biggest secret that is everywhere. Touhou is a bullet hell game series but fans took over and you vet a variety of stuff. Most characters are youkai or goddesses and are op as heck. Give touhou a look. It'll attract lots of people if you do, the fandom is massive. And yes that video was made by touhou fans, or more specifically a doujin group for touhou.

So people have explained whoes the character is but here’s a quick summary. basically the character is a psychic Yokai named Koishi and the song is actually referencing her “Last Word(or Ultimate)” in the Touhou Fighting Games (specifically Urban Legends) which is a reference to an urban legend known as Mary… and well what happens in the legend occurs in the song
