As for runes I use "Conviction" on "Menwal Island", "Judgement" on "Line Window", "Overwhelm" on "Myrtle Heat Wave", "Bleed" on "Flutter", "Galewind" on "Red Dragon Fly" and "Yuseong River", "Follow-Up" on "Blue Dragon Jin" and "Byeong Ryong Se", the names of the runes are referenced from papunika.com/runes/ As for chaos build, i think the only one you need is the skill "Flutter", you can max out this skill and select "Bravery" and "Enhanced Attack" tripods, it's super good for clearing mobs. As for PVP i'm really sorry I can't help you cuz I don't play much PVP myself and never played pvp on my lance master, hope the PVE build helps :)
It's really hard to give an answer to your question, dps of a class really depends on how good the players is, as long as one can master his/her class, then it can deal really good damage.
