Luke doesn’t say it was before Jesus died, because verse 46 tells us that during the period of darkness, Jesus died. This information is also given in Matthew 27. During that time, verse 46 tells us, "about the ninth hour Jesus cried with a loud voice, saying, Eli, Eli, lama sabachthani? that is to say, My God, my God, why hast thou forsaken me?” It was “about" the 9th hour, not yet the 9th hour.
