Of course. I am not against people opting for emigrating to someone else. I entirely respect their freedom. HK is part of China and the HKSAR passports should be issued and held by HK Chinese nationals. When they need to seek help (for example urgent evacuation in face of wars), they should approach the local Consulate of Canada and should not trouble the PRC embassy. That is all about international law.

HK and Mainland are different rules do not mixed them together, if you Mainland Chinese ]citizen you will lost your citizenship once you obtained foreign passport BUT HK you may remain as a Chinese national of HK even you have USA or Canada passport so do not mixed HK with CHINA .. simple matter but make it so complicated by people not government!!
Thanks a lot for the clarification, it did ease my worries as I (borned in HK) have migrated to Australia 20+ years ago, used to go back to HK every year but not for the last few years because of the pandemic
