A remix involving Lunatic Eyes and Gensokyo Millennium? Reminds me of the Touhou MMD called Orbital Rabbit, which featured Reisen and Eirin as the main characters. I like this song, and the picture reminds me of Orbital Rabbit as well.

You're wondering what's the very first fanmade arrangement based on a commercial franchise that has been published on an album with its own title? (circle is just a title for usually more than one musician) I don't have the knowledge but surely someone out there does. :D I know Alstroemeria Records, Cytokine and Dobu Usagi have been around for a loooong time but the first? I hopped on this train at th12 so I have no idea :'D

No, sorry. But you can use a converter to get it straight from the video. Old tracks like this don't tend to have much higher quality originally anyway.
