From July 26 to August 25, China's Ministry of Public Security and Cyberspace Administration are seeking public opinions on issuing network certificates and network numbers. According to the "Regulations on National Network Identity Authentication Public Service Management (Draft for Comments)," a network certificate serves as an online ID, which citizens can "voluntarily" apply for using valid legal identification.
While this move appears to protect personal information from excessive exposure, it also means that the Chinese government can track the identity of the same individual across different platforms.
