花仙子 Hua Xianzi / DVD (2000s, Asia/China) 

This is from around 2009. I saw this on a English language nursery rhyme DVD made by Huaxianzi. They had an earlier intro which was just a GIF splash screen with 4-5 frames that was used around mid 2000's until 2009.

Hua Xianzi (Flower Fairy) is a logo from the People's Republic of China 🇨🇳

it might be 花仙子, or Hua Xianzi, which literally translates to "Flower Fairy" (which would make sense...kind of)

This has James Ferraro vibes and I love it.
