Nope, Thomas and Friends started with a story book, then cartoon in 1985. This is make by Tomy (1994) to sell toys , first just regular Shinkansen trains on their Plarial series (This toy line still exist today), then they added a spin on it so they change into robots... Japan have one of the strongest train culture in the world plus big fan of robot/mecha. So it is not surprising they decided to do that... I don't think Thomas's fame had reached Japan back in 1994. P.S. I don't think it is remotely close to Diesel 10... its just a simple crane, not even on a train body...
