There is him and even some other greats. Barely anything from Japan gets exposure outside of Japan itself. It took a long time for even anime to become popular outside of Japan, and the only reason it became popular is because of dubbing, if dubbing didn't exist and only subbing existed then anime would be a lot less popular in the western countries. As for Takanaka, you don't need to understand Japanese to enjoy his music, because most of his songs are instrumental. However it wasn't until youtube's emergence that some Japanese people started to upload his songs that some common western people even found out that he existed. Prior to this you would have had to go to Japan physically into a music store to find out about Takanaka. So basically it's only since youtube that a lot of western people come to find out about people like Takanaka, Tatsuro Yamashita, Eri Hiramatsu, Anri etc.
