Raiden learned from Sam, the heritage and memes from previous bosses all passed to him, that's the point of the whole game. Also, the name "Revengeance" mades me feel Raiden isn't even the main character in this, Sam was the true hero and protagonist all along.

Theory: "It has to be this way" is Raiden's fight theme, while "Collective consciousness" is Senator Armstrong's fight theme, and the reason you hear it during the Metal Gear EXCELSUS bossfight is because it is a manned Metal Gear. My source is that I made it the f*ck up.
