It's such a joke that the official fallout team gave the ghoul such shit stats. You can see his stats are maxxed out by his skills alone (his weapons, perception etc.) I mean, he was skilled BEFORE the bombs dropped with his whole cowboy rope thing. Let alone the fact that he has survived for over two hundred years and is a bounty hunter. I would think its common sense that his stats would be maxxed out for having survived for so long in apocalypse.
