From the end of WWII to the 90s, the policy of Europe and the US was to abandone the ex-colonies to their own fait because they were no longer a good business due to the multiple demands of violations to Human Rights. The solution they devised instead was to promise Independence on the condition that the colonizers, and not the people, would be the ones that choose which clan or which family or which dictator was going to govern each of those newly "independent" countries. With these people in power, the colonizers signed all sorts of contracts and agreements that ensured that the profits from the natural resources would continue to benefit the colonizers. In addition to that, the colonizers flooded Africa with unpayable foreign debt mainly invested in the purchase of weapons, which ensured the perpetuity of the new regimes. Today, China is doing something similar but without political intervention and applying a new business model, while the West debates between golf courses, whore's litigations and money laundering.

The banks in Wall Street got a bailout from US taxpayers, their CEOs got bonuses, and they're still continuing their ponzi schemes as of today. We in Africa say thanks to the coming of the Chinese ,we now have good roads, we are reviving our railways, ports and we get useful products that have changed our life at affordable prices. By now we would have been under the IMF/ World Bank. We used to go for prosecution in the Paris Club. Our infrastructure had collapsed and we could do nothing about it as loans from the West were not available to us. The Chinese know we have resources to pay the debts. The same would have been stolen by corrupt leaders collaborating with culprits from the west and then banked in Europe or create conflicts and then buy arms from the same . Africa is changing therefore and those debts will be paid with respect, just give piece a chance and see what Africa can do.
China will benefit from this by having Africa as a long term business partner to buy their exports and they will have less dependency by exports to the US .Its a win win for both parties

You need highways, ports, railways, and other energy infrastructure in order for a country to develop. Even though the project itself may not bring returns on investments, however, its contributions to the economy is the real win, therefore I believe these depth are necessary.
If the assets Africa receives from the investments are greater in value than the 60b and interest sum over the loan duration/s then it is worth it for both parties. Potentially African nations may benefit from appreciating assets that improve lives and provide people with quality of life.
Joseph, that's the point - it's not. China has been giving out these loans to these countries knowing they'll have to pay back in natural resources through signing over their Sovereignty. When I heard what China did to Zambia I cried - they forced Zambia to hand over ownership of their state media/tv channel on a loan that they knew couldn't be repaid. Imagine the UK govt handing over the BBC to China. These African leaders seem really determined to exterminate Africans.

Honestly we all know loans are bad wen we use the money for other things. Another problem is corruption in our own government's in Africa. This is killing the African people.

Isn’t every nation on earth borrowing from China...including the US, EU,..in form of products, services, or infrastructure. Infrastructure is the best debt, because it enables more economic development for the people. It’s the gift that keeps on giving.

Divide that 60 Billion dollars by 55 countries in Africa and that is less than 1,5 Billion per country. and in that view that is not a great deal of money for each country's economy with different needs and resources.
Who is the roads for? If there are no jobs for the people. No jobs, no schools, No trade schools to teach the people of that country how to maintain the infrastructure that was built by China. No hospitals. The people need more then just infrastructure. Ways to progress as a whole. And to maintain as a truly functional country. Theses things are what is needed.

Came across your comment. African countries are mainly World Bank (European and American countries) with 30% interest rate debt. China has only 3%. Only Europeans and Americans want Africa to remain poor so they can continue to plunder resources and use Africans as slaves.

Infrastructure such as roads is a must for third world countries to come out of poverty. Chinese are no Samaritans. That doesn’t mean to say Chinese do not offer gifts. Indeed, they have built many a aid projects completely free of charge. But Chinese are shrewd business people. So they deal with projects like Hambantota purely on business terms. In simple Chinese model, the ports , roads are the COST. They are the cost of developing economy, and does need to be paid off, (If you learned Finance, you know what meant by COST, expenditure). You measure the overall benefits to your country , not just by the money the roads bring in. It is a strategic investment
Do they have a plan of development, farming, infrastructure, energy. These dams are important for farming and regional. These developments must tie into a larger and regional schemes to to bring improved economic opportunities. The youth should be trained to play their part with respects to human resources.
China has helped Africa more than The West in terms of infrastructure. However, Africa has to be extra wary not to default on the loans because we might end up loosing key parastatals. Africa can pay back the debt if we exercise zero tolerance to corruption and looting of public funds by the ruling elite.
