@@SOUVIK_RAY_ because of overpopulation and most of people living in villages here who grows their own crops and eats doesn't work so it automatically doesn't count in per capita and in the family of 4 5 there's only one guy who was working in the city and sending money back to his family, also in up even a poor guy having massive lands here he can just sell and fullfill the needs, not many people are actually works here that's why it looks like per capita is low and PPL are poor here up also has cities like Noida greater Noida ghaziabad which has better infrastructure and growth rate than any other cities in the country,, judging on the base of per capita in India is quit tricky,
