In the 1910s, estate developer Henry Halloran had plans to build two major cities, St Vincent and Pacific City on the shores of Jervis Bay, NSW. After the establishment of the Australian capital city of Canberra and the need for the Australian Capital Territory’s access to a port (Jervis Bay), Halloran speculated that a possible rail line to the capital would make it a boom area for commerce and industry. Pacific City would have been located between Huskisson, Vincentia, Hyams Beach, Sanctuary Point and the HMAS Creswell. St Vincent would have been located between Callaway Bay, Culburra Beach, Wollumboola Lake and Currarong.
