I used to steal springs out of sprinkler heads to mod my blasters when i was a kid. BECAUSE i always wanted things to hit harder.

Are the darts just slipping on the flywheels? Based on it firing better when the wheels slow down this seems plausible. With that drill batt those wheels could just be going too fast to get any meaningful friction on the dart. It would be cool to run the blaster off an adjustable power supply and graph dart fps vs voltage.
