You could use the end of a rat tail comb to break the band while its in your hair and try to get it out gently

Use rattail comb or fingers to lift the rubber band then use scissors to cut them free.

Place rubberbands inside a few drops of oil before you put them in your hair. Makes them super easy to remove later.
