Do you have the game installed on HDD or SSD? Because most lag in busy areas comes from the game having to constantly load in unique player trucks. As for your PC, if you already have at least a quad core CPU, 16GB RAM and at least a GTX 1060, upgrading those parts won't do much in busy areas of TMP because the game engine will be heavily bottlenecking your PC anyway.
