can u create one video to setup azure webapp services to start and stop using logic apps nd it will trigger thru adf pipeline using webhook and web methods.
Creating with terraform or vscode or azure portal ?? Tags in general are used for reporting and costing, those are optional you can ignore for you own development if do not have specific requirements on tags.
