If you smell coolant inside the cab check your heater core, if you have water coming from underneath the dash on that area, you might have your ac evaporator clogged of water due to that hose behind the cabin filter housing. Very easy job simple tools. 1 hour job i say. Idk how much they will charge you.
Your elbow was plugged every so often pull that elbow off and spray evaporator cleaner through the line then take a water hose after you let the cleaner work about 30 minutes run water through the line to flush it out..
