Speaking of Ohio decks, I think it happened at the time they moved... USPCC sold decks with 'blue seals labeled Kentucky' and 'black seals labeled Ohio'. Have you ever heard what's up with that? I own some of those and it's confusing lol.
So USPCC actually switched to the black seal 2-3 months before moving to KY, so for that brief time, you had black seals from Ohio... so not every black seal from '09 is 'bad.' The term for these are 'transition decks.' USPCC never went back to blue labels, so there really should be no blue seals from Kentucky at all.
