How did you make a "top ten Most Powerful DC Characters" list and miss the friggin' Endless? Like Jeeze, the Guardians? Come on, man, they'd get absolutely shredded by an Endless.
In my view after over monitor/void and presence the angels and lucifer and endless comes then its monitors and cosmic armour sups then ble ble i mean literally the guardians are so low in power

Spectre should be top 3. He's the embodiment of Michael and Lucifer's creator's wrath. I don't see how he's below any created being when he's uninhibited.

Blake Pittman that is a bit harsh, it’s actually good as it’s own separate thing. It’s not meant to be like a movie version of it, it’s it’s own original thing that stands apart from everything else. It’s an attempt to branch all possible live action adaptions of dc comics, not really a reboot as the comic intended.
I'd actually like to see a person from the comics who claims to have gone OUTSIDE of the known DC multiverse into our world. Now that would show who is truly the most powerful character.

Spectre does not belong on this list. He is not a "cosmic" character, he is a "mystical" character. Cosmic suggests the characters originate or operate mostly in the "cosmos". If you are going to include Spectre because he has had a few adventures in space, then you might well call pretty much every DC super hero "cosmic". Hell, the Justice League had a HQ in space, so they must all be cosmic too.
I believe cosmic still applies here as the term really moreso refers to characters who operate on levels involving universal or multiversal threats. Not to mention by your definition of DC's "cosmic" then characters like the Presence and Darkseid should be omitted. They are after all literal gods who exist outside the multiverse.
I wonder when the hero known as (The SPECTER) will make his appearance in the (DC E.U.)? I also wonder if the hero known as (The SPECTER) might get a show series of his own?
You left out Phantom Stranger, who basically has all the powers of GOD, as he works for GOD and is so powerful not even the Spectre can kill him. While Spectre is limited by needing a host, Phantom Stranger has no such limits except he can not enter Heaven. If Spectre is the personification GOD's Vengeance. Phantom Stranger is the personification of HIS mercy and justice. He should at least be on Spectre's level.
Yeah.... There are a lot of misses here. Where are The Endless, Dr Manhattan, Perpetua, Pralaya, Elaine Beloc, Lucifer, Michael Demuirgos? They're all above the Spectre.
Sorry, but this is completely wrong. even if I would leave out the most powerful being, whcih is the Overmonitor (together with the writer), what about Perpetua, Hekate, Endless or Upside Down Man, possibly MOrdru? Never are Myxy, Spectre or Manhattan in the Top Ten

No he did not create the new 52 universe. Dr Manhattan accidentally changed time line on Earth 0 / Earth Prime and noticed that it also effected all universes in the DC multiverse so he started making changes to see what would happened and noticed Earth 0 /Earth Prime was a Metaverse, what ever changes happen to it happen to all other earths in the multiverse. I'd call the spectre more a magical entity than a cosmic one cosmic is more space involved and the spectre doesnt have as much to do with space as he does magic

God is on the list. They put him as number one I’m confused of what your saying and also this list is inaccurate because they did not mention Lucifer or Michael
