Brunt is great, but I feel like Kai Winn should be 1. Just because she gives me PTSD just from hearing her name. I mean, she arranged for a school to be blown up just so she could attempt to have her rival assassinated. Diabolical.

The funny thing is, in the extended canon the Breen wear those suits to hide what species they are underneath. They are actually 10 different species working together!

Commander Shran was one of the best characters in Star Trek history. It's too bad he was hidden in a show with such a small viewership. Jeffrey Combs is an absolute treasure.

Hirogen are underrated imo. Voyager meets them in season 4, they have this huge com array, implying they have huge territory. They stay until the end.

Original Harry Mudd wasn't a villain. He was a con artist, but he was never malicious, showed genuine concern for others and had no ambitions greater than getting rich a living a comfortable life. Discovery Mudd, is a completely different character

We have to stop trying to rank things that are all at least good, it really isn't fair to those at the bottom of the list because people will start to view them worse than they really are simply because of where they are on the list and people associate being "worst" with being "bad", I sincerely believe that one of the main reasons why people claim that the Cars trilogy is bad is because we live in a culture where everything has to be ranked, if they were made by a different entity that did not have such high expectations and produced some of the best movies ever made it would be viewed far more favorably.

Agreed. If only we got more time with them, say Voyager Season 1 would deal with the Kazon threat, then moving past their space Voyager finds it way into Vidiian territory and they would be the big bad for Season 2. We got some good episodes with them but wish we got them as a more consistent threat along with a more in-depth look at them and what happened.

I had hoped Sela, Yar's daughter, would have made the list. When they made Nemesis they wanted a Khan like villain. Sela should have been the villain and not clone Picard.

Could not agree more....just have it be a full scale war. Sela takes over, pulls some machinations (divided Klingon council, Breen alliance, etc) and invades. Crew of Enterprise must make contact with the ousted Romulan faction and unificationists to bring down her regime and bring war to a halt. Something like that :p

You could probably achieve the result you're looking for by copying Quark's pirated holosuite program of Kira and tweaking a few things in her personality code, such as her predilection for having her other bits tweaked. You'll probably want to circumvent the butterface copy protection/hack somehow by either re-modelling Quark's head back to Kira's or simply taking a paper bag with you to the holosuite, or the end result may not have the Intendant Effect you were after.

I watched the whole show again last year, and on my third or so rewatch, I found that the first Mirror episode is great fun, the second is decent, and the others are actually all quite bad. Kira certainly is the star of that whole concept. And I suspect the performance is the whole reason there was more than just one episode.

I know he's not really all that reliable of a source, Weyoun says that the Breen homeworld isn't a frozen hellscape but a temperate planet much like Earth. He even implies that not even the Dominion has been able to learn what they look like underneath their suits or why they wear them.

Yes, Weyoun did say that he heard a rumor that the Breen homeworld was not frozen, but actually quite comfortable. That their encounter suits were just to add mystery. It was all speculation between him and the female shapeshifter. Ok, more his part, she just cared that they could fight.

There was one villian that honestly was a bit more than underrated if you ask me. Michael Eddington The Star Fleet Security Chief of DS9 turned traitor and Maquis leader. They were extreamists in their acts but none of the others would turn to biological warfare like he did or for that matter push a starfleet captain the way he did either.

Kira and Dukat have almost certainly seen what the Breen look like under their helmets, and lived to tell. They both stole Breen suits while rescuing Ziyal, and Kira stole another one on Cardassia.

Kai Winn was fantastically portrayed by the actress and a great villain, but what most people forget, it that she was in the right place at the right time to eventually change her mind about what she was doing and help Sisco defeat Dukat and the Pa Wraiths at the very end.

Gul Evek deserves a spot on that list. He was definitely a thorn in Picard, Sisko, Chakotay and the Maquis’ side during Richard Poe’s short time on TNG, DS9 and VOY.

@@yoseftreitman7226 Effectively they are a Klingon Merchant Prince, being the ones that none of the other houses want to admit to dealing with, but they all NEED to, because war is expensive and loath as they are to admit it, having someone who will deal with the financial and logistical side of things for them, is a big help, as is having a neutral party to serve as the go-between between various noble houses

I personally have always wanted to see more done with the Tholians, they are mentioned a decent amount, but rarely shown, likely because of being non-humanoid. They are a race that could always be used if they wanted to have an antagonist that they could have a lot of open room to be creative with, as they don't have backstory that fans would be upset if changed like Klingons in Discovery (Unless it went too much against beta cannon but I don't know how much that would impact)

Between Weyoun, Brunt, and Shran (Enterprise), Jeffrey Combs has quite the resume of adversarial and antagonistic characters. Definitely one of my favourite recurring actors.

Damn! Y’all forgot about Gul Dukat! He would alternate between Bad and likeable, but unlike Vader, there was NO final redemption in the end when he battled Sisko and permanently ended up with the Evil Pah-wraith.

2:26 Just watched this episode again and noticed that the Romulan on the left is played by Marc Alaimo, who played Gul Dukat. Some of the things he said could be interpreted to reference the Dominion War.

all these years later and I'm still shocked that Christopher Lloyd was cast as the Klingon commander Kruge. of course we all love Doc Brown, but in '84 he was only known for playing Jim Ignatowski on Taxi. that's means at least one person with authority in the production of ST: 3 saw at least one episode of Taxi, saw the brain-damaged- from-drug-use a plenty Rev. Jim slur through his lines at .25 speed and said, "him. thats our Klingon baddie for this movie!"

even though Dukat is universally considered Trek's greatest villain (sorry Khan), I still think he is underrated. he is that great of a character.

DS9 is the most underrated and best Star Trek series, so it's not surprising most of the villains on this list are from that show. Weyoun is one of my particular favorites. His fakeness, flattery, mannerisms, manner of speaking, and shade throwing is VERY much retired Southern debutante (just male with a northern accent). And Kai Winn is so well written and acted that I legitimately get anxious like I want to jump in and tell her off whenever she does just about anything.

I don't really feel like Star Trek has villains as much as it has antagonists. Star Trek attempts (at least) to create narratives where everyone has their own story and is redeemable in some way. Obviously, it varies from series to series. TOS set the foundation but also had some "evil aliens of the week". TNG really brought it into maturity (even making you feel regret for the destruction of the Crystalline Entity). DS9 adopted it as a mantra (Everyone in DS9 is gray in some way. Except Ezri. She's just pure goodness.). And Voyager... [remembers the Janeway Protocol]

Harry Mudd, Seska, Sela, the aliens from TNG: Conspiracy (yes, I know, the Borg were their replacement), and possibly the Prime universe Gabriel Lorca turning up alive and not completely different to his mirror counterpart.

Toral was a weak choice vs Lursa and Betor. Even after their house fell into disgrace they still managed to stay in villain form and destroy the Enterprise D. Toral's only claim to fame is, after growing up, he got in Worf's way for maybe 30 sec tops? Agree with comments regarding Sela and Lore. I think to be an underrated villain, you have to have been more than a villain of the week and both qualify there. LOVE the choice of Wynn. I do not regard Sloan as evil, just ruthless. If we allow for movies, would V'ger qualify?

I don't think that Weyoun or Winn are underrated at all. I think they both get the respect as villains that they deserve. The other characters though - spot on.

The DS-9 Episode Paradise, the whack job lady who stranded a bunch of people on a planet, used a device to shut down all technology, so she could force them into her personal philosophy about the evils of technology

In universe it is hinted at, the way both Romulan and Federation outposts were "SCOOPED" was a mystery, tho that episode quickly turned to those foolish humans from our time. Later in BoBW we see the same thing at the start. Someone will be able to explain with much more clarity but those were the early hints at the Borg, at this point they were not fully fleshed out just yet. Star Trek has always been good a little setups for things to pay off later, for viewers who pay close attention they are rewarded. I never noticed it until many years after. :)

I think the writers had different ideas of what the Borg were going to be originally (The Conspiracy aliens maybe?) so some things don’t quite add up such as The Borg scooping up entire civilisations rather than just people and technology but the idea was to build up to their reveal over time

The fact that Jeffrey Coombs has more than one place on this list pleases me greatly. Back on-topic, though: I'm going to delve into a series I really don't like that much, and say one of the better villains was the Hirogen, from ST: Voyager. A lot of people saw them as "Replacement Klingons", but they're not about War like the Klingons are...they're about The Hunt, and the drive to personal excellence. If they'd been able to take that drive to things not directly related to The Hunt, they'd be an incredible culture, but what little we got out of them on ST: Voyager itself left much to be desired. (There's a book in the DS9 post-finale novelverse that has an incredible fight scene between a Hirogen and a Jem'Hadar Elder, and it's great.)

Tomalak was played Andreas Katsulas who played G'Kar on Babylon 5 one of the best well written and superbly acted characters in television.

1. I believe Nana Visitor started off as a dancer. That's why she can work those hips! ;-) 2. There were also the Solanae, the subspace aliens who kidnapped Enterprise crew members and experimented on them, sometimes even killing them. In recent years, the online game "Star Trek Online" has become the "unofficial-official" continuation of Star Trek. (With a lot of cast members providing voices. I can definitely picture Kira sashaying her hips underneath the Kai robes!) In STO, the Solanae were a servitor race of the Iconians.

You know what is sad about Winn? By her own admission, the Prophets never spoke to her. It is likely that she was the way we meet her because of that very fact. However, the Prophets didn't speak to her because they saw her villain bit at the end. Their inability to properly perceive linear time actually created a villain out of her.

Pedantry warning: Is the Romulan Star Empire technically an alpha quadrant power? My recollection was that they are entirely within the beta quadrant. That aside, the Tholians are an intriguing sleeper presence. An advanced alpha quadrant power which cannot inhabit class M worlds, could make for interesting territiorial disputes (would they want to colonise Venus, given the chance?).

Harry Mudd, (Mudd's Women, Season 1, episode 6, Original Series). Underrated is putting it mildly. Mudd was such a thorn in the side of the Enterprise crew that he got a passing mention in Star Trek into Darkness (Kelvin Timeline).

i wanna see Moriarty back, it is possible. it wasnt a holofeck program with Tomok and Riker, it was a telepathic child, Marcus. who dont wanna see Intendant Kira back? and Weyoun, the great Jeffery Coombs, he needs to be in every ST series.

i never forgave the Star Trek costumes department for making the Breen helmets so close to the helmet Leia wore when she pretended to be a bounty hunter named Boushh in Return Of The Jedi. There was just no reason for them to look so similar.

Considering that Kai Winn is literally Nurse Ratched with a theological degree, she is a great one for this list. As for one of my underrated favorites, I have to say the Kelvin universe version of Khan Noonian Singh. His icy demeanor and utter calm that could flip to sadistic violence was a nice contrast to Ricardo Montalban's epic Khan and his dramatic scheming. I thought Benedict Cumberbatch did a great job of the part in what was a somewhat chaotic movie. But the worst of the underrated bad guysis JJ Abrams. He cast the lovely Alice Eve as Carol Marcus in the Kelvin Star Trek, got her to take most of her clothes off, and then we never get to see her again! I'd be happy to see her again, even if she doesn't get mostly naked.
