Yngwie was amazing when he hit the scene. Now, I would not put him in the top 10 of "fast players." He is about as "fast" as many, many 15-year olds you can find on RU-vid. So, if you ask this question 40 years ago, yes, he was the top. Now? No. He's sloppy, inaccurate, and not that fast.
John 5 is the kind of player that non-guitarists thing is "awesome." But, to a guitarist his playing is interesting, songwriting is above average. Production and effects and moods are cool. But, his playing is nowhere near a top list of anyone.

Paul Gilbert has moments where his the fastest, but there are plenty of players who are faster. I mean, if speed is what you want, Paul Gilbert has it, but it's balanced with WHAT he plays. Paul Gilbert is probably the best player in the world, but "fast" is not why he's the best.
