@light yagami Bcz Maharashtra gives more powers to Police as compared to UP. Moreover, UP is less developped as compared to Maharashtra. So their priority is food for all, development of roads, health, (Thus they focus more on agriculture, development, sanitation) Wheras Maharashtra is rich and is far more developed. It contains more of urban policing. Their is more problem of women security than of roads. So they focus more on the security than on seeds to the farmers. Thus in Maharashtra, IPS is more valued than IAS, and has comparatively more powers than IPS officers of UP. Maharashtra has 11 commissionerates(the highest in the country). In UP, the ministers are all the boss and keep officers on their pair foots. Wheras in Maharashtra, its not that worse. That's why you see that very few people want to go on central deputation who belong to Maharashtra cadre, whereas officers from North-East, UP, Bihar, Madhya Pradesh, Chattisgarh, want to leave their state and go for central deputation. Lastly, I would like to have nexus with creamy layer (Rich businessmen, Film stars, sportsmen, politicians)of India which mostly lives in Delhi, Maharashtra, Gujarat, and nearby states.
