It is actually quite easy to unlock all the weapons. It just takes a portal and a whole bunch of upgrade saws. You put a portal exit in the centre top, then one near the bottom left, or right. You setup saws in about a 40 degree down angle from the exit portal, you also need saws up top to keep the body in. A few saws on the side pointing down to keep the body in and everything moving, then just run for a long time. If you get it right and leave it long enough, it can completely destroy the dummy.
