I think this one could be defective. Some max pressure Wellcommes/Highcliffs don't swirl, but maybe I could be wrong.

The toilet is good, but the urinal is okay. Fixtures: 1x Kohler Bardon, 1x 1997 Kohler Highcliff. Ratings: Urinal: C+ (6.5/10). Toilet: B+ (8/10)

@@kohlerpenrynfan04 There's no such thing as a 1.6 gpf Downing. Well, not that I'm aware of. There may be a Kohler catalog from that year and it may say if a 1.6 Downing ever existed or not.
