There is a Fluctuator among the Neverseen but he seems to be forgotten unlike the Technopath who is mentionned at least once in each book.

Here’s another fact: Oralie is a conjuror and an empath. Shannon forgot about it in Unlocked when she showed all the councillor’s abilities it said she was just an empath but she’s not. She got Kenric’s cache using conjuring to give to Sophie, and then she got her cache from the void to unlock the forgotten secret with Sophie as well. This is a mistake that everyone seems to have forgot and it drives me crazy.

A fluctuator was a gadget, not an ability. And if it was it would be too similar to a phaser in my opinion
