He was doing a form of IT maintenance (I forget exactly what his title was). Basically he had access to the intel because he needed to work in the vicinity of it. Think of it how a janitor has access to the bank vault so he can clean it.

First time offenders are hard to spot before the first offense. Too much bizarre behavior is considered acceptable these days. We don't want to discriminate against such folks without good reason. So, it is only after an offense that such folks get highlighted. Kind of dumb if you can't predict seriously bad possible outcomes and reassign such folks, even without prejudice, from access to important documents. Simple call it loss of confidence as is the typical reason officers get reassigned for oddball behavior.

The military has top secret documents in areas where they scan you for electronic devices or even metal objects just to make sure you can’t video or photograph in there. The source of the screwup is suspect to be from way higher up. The documents are held in buildings where you cannot send wireless cell phone or radio transmissions out of the building.

Letters of Reprimand can absolutely end an officers career - more leeway for enlisted personnel, based on what the violation actually pertained to.

I got a LOR in Vietnam because my checking account was over drawn. Bank was closed on payday because of the TET Offensive. They gave out LORs back then for very minor things that they ignore now. My LOR only slowed promotion for six month, which I wasn't eligible for promotion anyway. I retired 20 years later without a blemish as a MSgt.
