Sense my introduction to the world of scooters, when I bought a 2006 Suzuki Burgman 400, I noticed that Vespa is the Harley Davidson of scooters. Anyway I am 66 and my balance is not what it used to be so heavy motorcycles was out. My 400 is 430 lbs wet. Now I am thinking of getting a smaller scooter in the 15cc-200cc range.

I replaced my stolen Vespa GTV with a used 2018 Piaggio Liberty 150S. It works great on cold and rainy days if you add a tall windscreen and use a jigsaw to cut it down to just below eye level, so that the cold air and rain flows over the top of your helmet while driving but you can see OVER the windscreen instead of through it. If money is more important than the admittedly cool Vespa style, used Liberty's can be had for a steal. I paid $1200 in Mountain View, California with ~1500 miles.
Right now I'd go for the 50cc Vespa. My reasons are; cheap to buy, low on gas, low on insurance. You don't need a motorcycle endorsement. Also, there are kits for Vespas to give them just a little bit more power. And these kits are known to Vespa and most Vespa dealers will install them.
I'm not positive about the exact specs of the 125 because we only have the 150 and 50 cc here in Canada. You may have to double check with your local dealer.

Exactly! It's such a great way to step into the motorcycling world without a massive expense. It does so much, and if you didn't have one, you'd have to work around how you're going to do certain things anyway, but if you DO have one, you add so much fun to the things you do anyway! @lurch789 You can never can go wrong with the Vespa. The GTS 300 can go all day on the hwy. If you are looking at the Burgman 400 then go take a look at the Piaggio BV 400 as well. The Burgmans are undoubtedly great bikes but you can't best the Italian styling of the Piaggio BV.
You make it sound as if these 150 scooters should be doorways to motorcycles. Why? Scooters are scooters and motorcycles are motorcycles . The 150 Vespa and 150 liberty do 95 percent of most people’s purpose daily. That’s the reason there are tons more scooters in the world
For me, a scooter was a doorway to a motorcycle, and I know several other people with the same experience. Every reviewer comes with their own experiences and biases. I'm not sure if that needs to be criticized. You perceive that I view scooters as doorways to motorcycles, but I also fully agree with you that they don't have to be.
Depends on geography. In the US, scooter usage and usefulness is extremely limited so, there is more bigger/touring bikes on the road. Scooter is more of a toy constrained to dense urban areas. In Europe and Asia, scooter makes far more sense due to smaller distances to travel, lower speeds and more expensive gas.
