Maha Shanti Tara, Great White Tara of Supreme Peacefulness, 15th of 21 Taras
The Fifteenth Tara of the twenty-one, known as Tara of Supreme Peacefulness, pacifies and purifies all negative karma, obstacles, and harm from spirits, evil intentions of others, and illness.
Mantra according to Lord Atisha’s 21 Taras lineage:
om tare tuttare ture sarva papam prashamanaya svaha

Mantra translation:
All 21 of the mantras begin with Om Tare Tuttare Ture and end with Svaha, so the entire Tara mantra is contained within each of the longer 21 mantras. Even without the supplemental activity supplication, Om Tare Tuttare Ture Svaha is already both her Praise mantra and also a supplication to save from the 8 fears and dangers. All Tara mantras have this supplication included:
Om is homage to the Body Speech and Mind of Tara.
Tare, liberates and saves us from suffering in Samsara
Tuttare liberates us from the 8 dangers of lions, elephants, fires, snakes, robbers, prisons, floods and demons, which also mirror the poisons of pride, delusion, hatred, jealousy, wrong views, greed, desire, attachment, doubt. Thus, Tuttare liberates us from every outer and inner danger.
Ture, liberates us from disease.
Svaha, is the root of the path, and means "be it so" or "well said."
To this, each of the 21 Taras Mantras adds an extra specific layer of intention-setting and supplication.
“Sarva Papam Prashanaya” supplicates Tara to calm and pacify or prashamanaya all criminals as indicated by “sarva papam”.
PERMISSIONS: No permissions are generally required for any of the 21 Taras mantras of Lord Atisha, however, always be guided by your own teaching lineage. When you do not have Tara empowerment, you visualize Tara in front of you with her powerful blessing light going out to all beings including yourself, helping them, then returning to your own heart where Tara resides forever.
In this case, criminals mean those things (poisons) who “rob us” of time, or concentration, or anything that interferes with practicing Dharma, such as obstacles, negative karma, illness, evil influences, and anything negative.
