I have no idea who took this movie, but it certainly captures a point in time here in Québec. My father came across these rare colour 16mm films and in 1993 wrote:
"These films were taken by persons unknown to me. I obtained these films from a chap at the office merely to use their reels to hold four 100' films of my own and then to destroy the film on them. However I decided to keep some of the films as they depicted life in Montreal, Toronto, Northern Ontario and New York City around the late 1930's. They are very interesting."

Yes, but these are silent home movies! Sound wasn’t possible for amateur home movies until the 1950.
