In SRILANKA No death penalty / only on paper / to carry out an execution the ruling President of Srilanka according to Constitution has to sign it himself/herself finally & since 1978 no executions but life which is about 20-15 years for pre-meditated murder & murder by sudden provocation 8-10 yrs:

Yes there is a moratorium on executions in Russia. But the Russian constitution provides for the death penalty in cases of murder, genocide or attempted murder of a judge, police officer or state official
