1978 Dummy 

The dummy is Knucklehead Smiff, one of Paul Winchell's well know dummies, and who's voice Winchell used for the voice of Tigger.

When I was a kid and I saw that psa for the first time it scared me out of my mind. The voice actor of Tigger and the deep voice of Smokey gave me a fright but I understood the message.

Classic Paul Winchell. Literally.

So that dummy is a SMARTY

The dummy's voice in that Smokey Bear is Paul Winclell, famous for the voice of Tigger in Walt Disney's Winnie the Pooh.

The exhaust fumes from Loud Snarling Hotrods can cause Forest Fires as well.
