Funny when you said a sensor might be in the wrong spot. I just installed a built GSR block into my civic. Now it won’t start. Feels like a fuel problem. Thanks for the solid tips!
Since you reworked other ground wires, I’m surprised you didn’t ground the cylinder head correctly through the left front valve cover stud. I saw the wire initially connected to one of the unused threaded holes, which doesn’t ground the head at all since the valve cover is isolated from the head with the gasket.

could be totally off my rocker here but I thought that one of the conditions for VTEC to engage is that the engine needs to be under load, so just revving it up in neutral won't do that?
