That round thing is a vacuum ball, which holds vacuum for the climate control. Kinda hard to explain, but it holds vacuum when your motor varies it's vacuum, so it can keep a level all the time vacuum for the climate control, as in when you vary the motor speed, ie motor vacuum, it will keep a constant vacuum for the climate control.
The beeper is to let the driver know that the key is in the ignition when the driver's door is open and beeps initially to let the driver know to buckle up.
