Austro-Hungarian, Prussian and Russ had nothing but conscription. Those three countries were based on the serf economy, which was just another name for slavery. England had conscription, but had volunteers due to the disgusting class system, which kept the peasants very, very poor. There was no freedom in the monarchies. France had mainly volunteers, fighting to keep their magnificent nation free from the dead hand and selfishness of monarchy. Yes, there was resort to conscription, but it was based on a class system, which is not the same as the English, but on the age of the people being called up.
