How would you change Rocky Helmet to Be better item?

change it from 10% dmg received to 5% dmg and change cd from 2s to 1.5s so it procs more often, still can't see anyway it could ever be a viable option though

Hear me out, Make the item reflect back 40% of the damage if it's higher than your current health. Description: When taking damage, reflects back 40% if it's higher than your current health. Item goes on a cooldown when triggered. Eg: (If slowpoke's current health is 737 and I do a 1000 dmg, the item will make me take 600 dmg)
