You don't have to remove seat belt panel. It snaps out at rear as do other panels. Hold it out while removing module screws. Thanks for showing location but should have shown module in place before removing it.
The 2002 does not have a driver module. It just goes straight to the fuel pump. Turn your key to the on position but don’t start the vehicle. While you are doing that, have a friend put an ear up to the fuel tank. If you don’t hear the pump prime then your pump or relay is bad. Hope this helps
