One of my fog lamps got crack by a paint can in the freeway and now it dont work at all, this is ridiculous for Honda to force you to remove the whole bumper to repair !!!
I just did this job and there is no need to drop the whole front bumper. Whichever fog light you are replacing, just remove every screw on the side of fender you are working on, then remove the lower bolts and clips under the bumper, then the clips holding the top bumper on the same side you are working on. Once you made sure all bolts and clips are removed you take a bungee cord and hook it up on the side of bumper you are working. This is to hold the bumper from dropping to one side and braking the tabs and causing more damage. There are four screws holding the fog light assembly. There are also plastic clips that hold it from the inside. Just gently push them out with a screwdriver as you are standing or underneath the car. Before doing that apply a coating of silicone spray to the plastic clips. This will make them easier to remove. You can perform this job on a lift or using jack stands. By holding the side of the bumper with a bungee cord on the side you are replacing the fog light assembly, you avoid having to drop the whole bumper making this a much difficult job, specially if you are by yourself which I was. The bungee cord acts as a second person holding the bumper.

To anyone that sees this comment before doing this repair DO NOT TAKE OFF YOUR ENTIRE FRONT BUMPER! All you need to remove is the two screws over the tires and two clips. I wasted 45 minutes and broke a few clips removing the front bumper then another hour putting it back together.
Just a short cut I found out. If you just need to replace the h8 light bulb and not the whole fog light assembly then you can get away with just undoing the two phillips screws on the bumper by the wheel. Then pop off the plastic just in that area under the headlight. The rubber and plastic will give enough so you can get your arm in there and unplug the bulb. 5 minute job
I have a 2018 Civic EX. From what I’ve been seeing, the fog light can be accessed by popping the black trim cover off around the fog light, then unscrewing the fog light and replacing. My lens cracked. Honda service and parts at my local dealer confirmed this. Can others who completed this job, confirm this as well?
Any update here? I thought you can pop off the black piece in front with pry tool, allowing you to access the fog light screws. Then you can pop the broken fog light and replace, without needing to remove the bumper
Only certain trims allow you to pop off the cover to access the fog light from the front. My ext is not one of those. Sucks. I just got a waterproof bulb on Amazon so I can replace that only and see how long that lasts me. Just have to get under the car, pop a couple tabs off and a screw to do that.
Shitty design by Honda where you have to remove the front bumper just to replace the stupid fog light. They shit is too low to the ground and it's bound to crack from rocks and debris on the road so why can stupid ass engineering at Honda comes up with some easier method? LOL
