I'm not sure about what you're trying to say but the fact is that US standards are strict on NOx and particulate matters while the EU standards are strict on CO2 and CO. EU regulations are focused on fuel efficiency to limit the dependency on crude oil and greenhouse gas emissions to combat climate change. Whilst American regulations are focused on smog and health impacts of air pollution. Both EU and US TDI models utilizes the same engine but because of the EU's looser NOx and PM regulation, VW used a smog filter if it detects the car is on test mode. This itself already violates the US EPA regulations. Hope this helps.
