Are these full overlap tests actually useful considering the offset ones done by IIHS?

Yes for testing airbags and seatbelts

Cars do need to be equipped and tested for full overlap, partial (50, 25, and small) overlap, rollover risk, chassis rigidity, T-bone collisions, and others. The IIHS, as well as other US and EU governmental entities, do a variety of these tests in different environments at different speeds. This does still provide useful information, especially if you are designing restraint systems, but it's accurate that it doesn't give a full picture for real-world road conditions.

I'm not 100% sure, but I think it was music copyright strikes, back when they would remove videos instead limiting viewing of them. It's been so long I don't really care anymore.
