That is normal, you have to get front positions if you want to contend for top spots. It is a narrow track, impossible to overtake later on without exerting huge amounts of energy.

And your race start should be almost as fast as your kick so a less-than 10 second drop from their average mile pace is normal if you run race start pace for the first 200-250
