Silencers. Those are the training tanks used in Thun and what you're seeing is the aspiring drivers passing their driving exam. All the cars between them are officers and adjudant watching for their mistakes and whatever damage they may do to the city (touching the sidewalk with the tracks will break it). The silencer also reduces the engine's power from 1'500hp to 1'000hp
