The right to apply is later this year. The MEXT embassy recommendation will start around April, you should check website of Japanese embassy in your country. The University track will open again around September for 2024.
Hi Fatima, yes there is no restriction on the topic of study. There are IR programs in UoTokyo, Waseda University, Keio University, GRIPS, please check their website.
