Greg does NOT get retired. I say this based on the precedent set by Hurricane Gordon in 1994. You can't directly tie the 1994 Haiti floods to Gordon, and you can't blame Dora for causing the Lahaina Fire. Both events were caused by multiple factors Thus, Selma gets replaced by SWIPER. DORA SHOULD NOT HAVE BEEN RETIRED!
