Tense peace is a common thing in the modern world - the peace that reigned in continental Europe from the end of the Napoleonic wars until WWI is perhaps the best example. It comes down to diplomacy, deterrence, economic development, etc. We can probably prevent a Chinese invasion of Taiwan, for example, by showing them that it is militarily impossible and that a united free world would strike back kinetically and economically against any attempt.
