Could be a couple of things. Be sure you're seeing the sales tax on the tickets when pricing them out separately. Sometimes Disney doesn't show the tax until the payment screen. You may have priced out a promotional ticket. There are 2 limited-time ticket promos right now. They can be included in a package but you need to call, not bookable online.
